The adjustment follows the release of the 2026 budget papers, which identified gaps in service coverage after a 12 percent rise in requests for assistance recorded in the first half of the year. Under the revised model, the main community centre on River Street will add two weekly job placement sessions and extend family counselling hours to evenings. Residents in the northern wards gain a new satellite intake point at the old library building, cutting average travel time by 25 minutes for those without private transport. The legislation requires that 60 percent of the redirected funds support direct service delivery rather than new staff positions.

Local advocates note that the policy targets households already registered with council services, prioritising those with children under 12 or adults over 65. The 2026 budget papers list the total community services envelope at 8.7 million dollars, of which 4.2 million dollars now flows through the revised stream.
