Jobs and service access in affected districts

Construction activity is scheduled for the Riverside corridor, the Market Street bus terminal, and the eastern freight link. The legislation states that prime contractors must report quarterly on the number of South Bank postal-code residents placed in paid roles. Service changes include temporary rerouting of three bus lines that currently serve shift workers at the hospital and the logistics park.

One clause in the ordinance requires the transport department to maintain at least 85 percent of normal headways on alternate routes during construction. Local advocates note that this standard applies only to weekday peak periods and does not cover weekend schedules used by part-time retail staff.

Budget figures and implementation timeline

The 2026 capital works budget paper lists $62 million for the ordinance projects, representing 14 percent of the total capital allocation for the fiscal year. The same document projects completion of the first phase by March 2027, with final contractor reports due 90 days after each segment opens. The government says the policy will generate 1,150 on-site positions over the full schedule, though the figure depends on contractor compliance verified through the quarterly filings.
