Policy analysts note that the new income threshold aligns with the median household income recorded in the 2024 local census for the Valley area. This adjustment removes a previous requirement that applicants demonstrate six months of prior residency, allowing newer arrivals to apply immediately.

Applications for the updated programs open on August 1 through the council's online portal and at the Fortitude Valley Library branch. The government projects that processing will take up to 10 business days, with first payments and session bookings scheduled to begin by August 15.
